We don't discourage them, but their impact is negligible right now. We let customers know they're not necessary, and they should not hold up the development of your architecture or site.
If you would like to enter keywords for a page, click on Settings while editing it, then on the following screen, click "Advanced" and enter the keywords into the Page Keywords field that can be found there.
